Introduction :-
The history of social-economic exploitation of the people of Chhotanagpur – Santhal Pargana region of undivided Bihar can be said to be centuries old. The people of the region had launched movement even during British rule for making themselves absolutely emancipated form any exploitation and to live life with self-respect. The history of this part of our motherland is full of martyrdom of several patriots to mention a few of the prominent ones-Birsa Munda, Siddhu Kanhu, Vishwanath Shahdeo and others. But the people of this region were never accorded justice during regimes of different Governments that came into power in Independent India. Due to political apathy and administrative failures neither exploitation could be curbed in desired manner nor poverty could be removed. Development schemes were formulated not keeping in view the region’s topography. The leaders and supporters of the movement for separate state in the name of Jharkhand, always had bargained with the powers that be and befooled the simple hearted people of this region. Consequent disappointment began brewing up among the common people.
In this very background Bharatiya Janata Party, being wedded to the commitment for the all round development of all the regions of the country, also began studying deputy and discussing elaborately the problems of the Chhotanagpur Santhal Pargana region. In the sequence the National Council of the Bharatiya Janata Party passed a resolution for creating a separate state of Vananchal comprising Chhotanagpur and Santhal Pargana for the first time in its meeting held on April 8, 1988.
